About

Andrew is a technology and commercial lawyer who specialises in advising public and private clients who operate in complex legal, commercial and regulatory environments. Andrew has extensive experience advising on the acquisition and support of complex goods and services for the Department of Defence, as well as acting for clients on a wide range of information technology, telecommunications and outsourcing matters.

Andrew is also passionate about privacy and cyber security, having advised clients extensively on privacy compliance, cyber security uplift and responding to cyber security and data breach incidents.

KEy Experience

  • Significant military acquisition and sustainment projects: advised the Department of Defence on a broad array of projects to acquire and support a significant ADF capabilities, as well as assisting with complex contract management issues and contractual disputes;
  • Technology contracting: providing extensive assistance to public and private clients with the drafting and negotiation of a broad range of technology contracts, including in relation to hardware acquisition and installation, ‘as-a-service’ arrangements, data migration, telecommunications, managed services, development services, systems integration and software support services;
  • Outsourcing: advised private sector clients on the drafting and negotiation of contracts for the outsourcing of complex business-critical functions, including IT services, customer support and facilities management;
  • Privacy Advice: advising various public sector and private sector clients on privacy law compliance, including in relation to requirements under the Privacy Act 1988 (Cth) and the EU General Data Protection Regulation;
  • Cybersecurity: advised various private sector clients on cybersecurity uplift and compliance, including compliance with CPS234 and the Security of Critical Infrastructure Act 2018 (Cth);
  • Telecommunications: providing extensive regulatory and commercial advice to a major telecommunications provider and advising an MVNO on the negotiation of telecommunication service supply agreements; and
  • Logistics: advised a range of clients on the drafting and negotiation of a wide range of logistics related agreements, including warehousing, shipping and international air freight arrangements.
